STATE REQUIREMENTS
The information contained below is designed to provide a summary of the minimum education, experience, and examination requirements established by the Delaware Council on Real Estate Appraisers. http://professionallicensing.state.de.us/boards/realestateappraisers/index.shtml We recommend that you contact the Council for more detailed information and for any law or regulation changes which may have occurred.
Levels of Real Estate Appraiser Licensing:
- Appraiser Trainee License
- Licensed Real Property Appraiser License
- Certified Residential Real Property Appraiser Certificate
- Certified General Real Property Appraiser Certificate
How to Get a License/Certificate
- A person who wishes to file an application for a real property appraiser license or certificate may obtain the required form upon request to the Council.
- There is a $10 non-refundable application fee that must be submitted with the application form. Check or money order should be made payable to "State of Delaware".
- You must have completed the required hours of qualifying education before submitting an application for Council approval. Photocopies of certificates of completion for qualifying education courses must be submitted with the application form.
- You must submit with your application a photocopy of your experience log in the approved format provided by the Council.
- Once the application is considered complete, the Council will review the application to determine whether to approve you to sit for the exam.
- If approved, the Council will provide you with the necessary form to submit to the exam service.
- After you pass the exam, the Council will receive a report of grades from the exam service for review and consideration. After approval of your grades and application by the Council, a letter will be sent stating the pro-rated license fee that must be paid prior to the issuance of the license. The biennial licensure fee is pro-rated by the Division of Professional Regulation. You must also pay the federal registry fee.
How to Get an Appraiser Trainee License:
- You must have completed your qualifying education before submitting an application for Council approval. Photocopies of certificates of completion for qualifying education courses must be submitted with the application form.
- A sponsor (supervisor of trainee) must complete a Verification of Appraiser Trainee Supervision form stating that he/she will be supervising you. This form is part of the application packet.
- There is no experience or examination requirement.
- If you are currently licensed or certified as a real estate appraiser in any state, you must provide to the Council a letter of good standing from each state in which you are or have ever been licensed or certified.
Education/Experience Requirements:
The Appraisal Subcommittee (ASC) established under (Financial Institutions Reform, Recover, and Enforcement Act (FIRREA) supports the activities of its Appraiser Qualifications Board (AQB) and Appraisal Standards Board (ASB). The ASC recognizes State licensed appraiser, State certified appraiser, and Trainee real property appraiser designations and the qualifications established by the AQB. The State of Delaware had adopted by reference the qualifications established under FIRREA and by the AQB of the Appraisal Foundation along with any subsequent amendments. 24 Del. C.§2936.
- Certified General Real Property Appraiser - applies to the appraisal of all types of real property
- Education - 180 cumulative classroom hours which shall include 15 classroom hours of USPAP (prerequisite for taking examination)
- Experience - 3000 hours of appraisal experience over at least 30 months of which at least 1500 hours must be in non-residential appraisal work. Residential is defined as one to four residential units.
- Examination - AQB endorsed Uniform State Certified General Real Property Appraiser Examination or its equivalent
- Certified Residential Real Property Appraiser - applies to the appraisal of one to four residential units without regard to transaction value or complexity
- Education - 120 cumulative classroom hours which shall include 15 classroom hours of USPAP (prerequisite for taking examination)
- Experience - 2500 hours of appraisal experience over at least 24 months
- Examination - AQB endorsed Uniform State Certified Residential Real Property Appraiser Examination or its equivalent
- Licensed Real Property Appraiser - applies to the appraisal of non-complex one to four residential units having a transaction value less than $1,000,000 and complex one to four residential units having a transaction value less that $250,000
- Education - 90 cumulative classroom hours which shall include 15 classroom hours of USPAP (prerequisite for taking examination)>
- Examination - AQB endorsed Uniform State Licensed Real Property Appraiser Examination or its equivalent
- Experience - 2000 hours of appraisal experience
- Real Property Appraiser Trainee
- Education - 75 classroom hours including 15 hours of USPAP
- Examination - none
- Experience - none (You must be supervised by a licensed or certified Appraiser)
Renewals and Continuing Education:
In September of each odd numbered year, the Division of Professional Regulation will send renewal notices to the mailing address on file of all licensed and certified appraisers. Certificates and licenses will expire on October 31st of each odd numbered year. As a condition of renewal, all licensees and certificate holders, either resident or reciprocal, shall be required to satisfy the continuing education requirements.
As a prerequisite to renewal of a real property appraiser license or certificate, the licensee or certificate holder shall present evidence satisfactory to the Council of having completed during the immediately preceding two (2) years, the number of classroom hours of instruction, approved by the Council as set by the Appraiser Qualifications Board (AQB) as from time-to-time amended, as provided by 24 Del.C. §2934(c).
As a prerequisite to renewal of a license, certificate and trainee license, a seminar dealing with updating of Uniform Standards of Professional Appraisal Practice (USPAP) or a seminar dealing with USPAP shall be required in each license period. A minimum of four (4) hours will be required. The seminars must be approved by the Council
Federal Appraiser Registry
Licensees and certificate holders are required to be enrolled in the federal roster or registry of state licensed and state certified real property appraisers. The fee established for that purpose shall be paid biennially by the license or certificate holder to the State of Delaware.
